Mheshimiwa Makamu wa Rais,

Kwa niaba ya Uongozi na Wanachama wa Shirikisho la Viwanda Tanzania (CTI), napenda kuchukua fursa hii kukukaribisha Mheshimiwa Makamu wa Rais , katika hafla hii ya utoaji wa Tuzo za Rais kwa Viwanda Vilivyofanya vizuri mwaka 2020. Pia napenda kukushukuru sana, Mheshimiwa Makamu wa Rais, kwa kukubali mwaliko na wetu kuja kujumuika nasi siku ya leo.

Ushiriki wako katika hafla hii ni uthibitisho  wa dhamira ya dhati ya Serikali  ya Awamu ya Sita kushirikiana na Sekta Binafsi kwa lengo la kuhamasisha maendeleo ya Sekta na Viwanda na kushughulikia changamoto mbalimbali zinazokwamisha  ukuaji wake ili kutuwezesha kufikia malengo ya Dira ya Maendeleo ya Taifa ya kuwa Taifa lenye Uchumi wa Viwanda ifikapo mwaka 2025.

Mheshimiwa Makamu wa Rais,

Siku hii ni muhimu sana kwetu kwa sababu ni fursa pekee tunayoipata, mara moja kwa mwaka, ya kutambua, kutathmini na kuenzi umuhimu na mchango wa sekta ya viwanda katika uchumi na maendeleo ya nchi yetu.  Ni siku ambayo wewe, Mheshimiwa Makamu wa Rais, utatoa Tuzo za Rais kwa viwanda vidogo, vya kati na vikubwa vilivyofanya vizuri katika mashindano ya Mzalishaji Bora kwa mwaka 2020.  Si hivyo tu, bali pia ni siku ambayo sisi wanachama wa CTI na wadau mbalimbali wa sekta hii tunakutana ili kupongezana na kufurahia manafanikio yaliyopatikana katika kuendeleza viwanda, biashara na uchumi wa nchi yetu kwa ujumla.

Mheshimiwa Makamu wa Rais,

Kwa kuwa ni mara yako ya kwanza kukutana na wanachama wa CTI, tunapenda kukupongeza sana Mheshimiwa Dkt. Philip Isdor Mpango kwa kuteuliwa kuwa Makamu wa Rais wa Jamuhuri ya Muungano wa Tanzania.

Aidha, tunaipongeza Serikali ya Awamu ya Sita kwa uongozi mzuri  tangu iingie madarakani. Watanzania wote hasa sisi wanachama  wa CTI tumeridhishwa na umakini wa uongozi wa Serikali ya Awamu ya Sita, chini ya uongozi wa Mheshimiwa Samia Suluhu Hassan, ambao kwa kipindi kifupi umeleta mafanikio makubwa katika mageuzi ya kiutawala, kijamii na kiuchumi.  

 Mheshimiwa Makamu wa Rais,

Tumeyaona mafanikio makubwa katika Nyanja mbalimbali ikiwemo weledi katika ukusanyaji wa kodi ambao unazingatia msingi na kanuni za ukusanyaji mapato ya Serikali bila vitisho. Sisi katika sekta binafsi tuliupokea mtanzamo huu chanya kwa furaha. Vilevile tumefarijika na kuondolewa kwa kero ya upatikanaji wa vibali (work permits) kwa wataalam wa kigeni ambao taaluma zao hazipatikani nchini, kuondolewa kwa malipo ya ziada ya asilimia 15 ya ushuru wa forodha katika uagizaji wa sukari kwa matumizi ya viwanda, kuongezeka kwa kasi ya marejesho ya madai mbalimbali kutoka serikalini kama vile marejesho la kodi ya ongozeko la thamani (VAT refund) na marejesho ya malipo ya ziada ya asilimia 15 ya ushuru wa forodha kwa sukari ya viwandani n.k.

Mheshimiwa Makamu wa Rais,

Shirikisho la Viwanda vilevile limeridhishwa na jinsi Serikali ya Awamu ya Sita linavyoshughulikia tatitizo la ugonjwa wa UVIKO-19. Hili ni janga la kimataifa na limegharimu maisha ya watu wengi duniani. Hivyo, tunaunga mkono kwa dhati utoaji wa chanjo ya UVIKO-19 kwa Watanzania. Tunaomba wataalumu wetu wa afya waendelee kutoa elimu kuhusu ugonjwa wa UVIKO-19 ili Watanzania wengi waweze kuelewa umuhimu wa kupata chanjo, kupokea na kufuata maelekezo ya wataalam wetu juu ya kinga kwa ajili ya kuokoa maisha ya watu wetu.

Mheshimiwa Makamu wa Rais,

Aidha,  kipekee napenda nichukue fursa hii kumpongeza Mheshimiwa Rais wa Juamuhuri ya Muungano wa Tanzania Mheshimiwa Mama Samia Suluhu Hassan kwa umahiri wake katika kuendesha kikao cha Baraza la Biashara la Taifa (Tanzania National Business Council) tarehe 26 June 2021, ambapo alitoa fursa kwa viongozi wa wafanya biashara wakimo Wenye Viwanda kueleza changamoto wanazopitia na kuahidi kuzitafutia ufumbuzi ndani ya muda mfupi.

Tulifurahishwa sana na moja la azmio la Balaza la Biashara la Taifa  kutaka kila mfanyabiashara nchini kujiunga na chama kimojawapo cha biashara katika sekta inayomhusu ili kuwa na utaratibu unaomtaka kila mfanyabiashara / mwenye kiwanda kuwa mwanachama wa chama cha biashara husika (Universal Membership). Azimio hili ni muhimu sana kwa vile litaviongezea nguvu vyama vya biashara, hivyo kusaidia kukuza biashara kutokana na kuwa na juhudi za pamoja za kuboresha mazingira ya biashara na kurahishisha ufanyaji biashara kupitia majadiliano na wadau mbalimbali, ikiwa ni pamoja Serikali. Aidha, utaratibu huu utasaidia kuondokana na Wenye viwanda / Wafanya biashara wadandiaji (Free Riders), ambao hawachangii wala kujishughulisha na harakati za majadiliano ya kuboresha mfumo wa uendeshaji wa biashara nchini.

Mheshimiwa Makamu wa Rais,

Serikali pia ilitumia fursa hiyo kutoa wito kwetu wafanyabiashara kuwajibikaji na kuwa waadilifu katika kufanya biashara zetu. Tunakuahadi kuwa Shirikisho letu linatekeleza maelekezo haya kwa dhati kabisa kwani tumeandaa kanuni zetu za maadali ya kufanya biashara (CTI Code of Conduct) ambazo zinamtaka kila mfanyabiashara kufanya biashara kwa kufuata taratibu, kanuni na sheria za nchi.  Tunaahidi kushirikiana na Serikali na pia kufanya biashara kwa kufuata kanuni na maadili yanayokubalika nchini.

Mheshimiwa Makamu wa Rais

Tunaamini kuwa utekelezaji wa azma ya Serikali ya ujenzi wa ‘Taifa la Viwanda’ utakuwa chachu kubwa kwa mafanikio ya kiuchumi na kijamii yatakayoboresha maisha ya Watanzania wote. Kwa mara nyingine tena, tunaipongeza serikali kwa  kuendelea kufanya mabadiliko chanya kwa mustakabali wa nchi yetu. Wanachama wa CTI daima tutakuwa mstari wa mbele kuunga mkono juhudi za Serikali ya Awamu ya Sita katika kuwaletea maendelo Wantanzania wote. 

Mheshimiwa Makamu wa Rais,

Pamoja na kuhakikisha kuwa wadau wa Sekta ya Viwanda na Wafanya biashara wanatekeleza majumu yao kwa weledi na kufuata maadili, Shirikisho letu linatambua kuwa ipo haja ya kujitangaza ndani na nje ya nchi ili tufanikiwe katika nyanja ya viwanda na biashara duniani.

Ili kufanikisha azma hii, CTI imeandaa Jarida mahususi la kuitangaza ‘Tanzania ya Viwanda’ ndani na nje ya nchi, liitwalo “Tanzania Industries Gateway”. Madhumuni ya Jarida hili ni: Kuitangaza dhana ya ‘Tanzania ya Viwanda’ ndani na nje ya nchi, Kuelezea nafasi ya Serikali katika kuhamasisha maendeleo ya viwanda nchini pamoja ya kuelezea fursa zilizopo, na kutangaza bidhaa na huduma zinazozalishwa na kupatikana humu nchini katika masoko ya ndani na nje ya nchi.

Jarida hili hutolewa bure kwenya ofisi zote za kitaifa na kimataifa zilizopo nchini, taasisi za umma na binafsi, ofisi za kibalozi na za mashirika ya kimataifa zilizopo nchini, balozi zetu nchi za nje, na kadhalika. Toleo la kwanza lilitoka mwaka jana 2020. Hivi sana tunaendelea na matayarisho ya Toleo la Pili litakalo toka mwakani. Tutakua tukitoa toleo moja kila miaka miwili. Jarida hili linalovutia kwa muonekano na kwa ubora wa taarifa zake, limepokewa vizuri sana na hatuna shaka kuwa litaendelea kuwa la kupigiwa mfano.

Mheshimiwa Makamu wa Rais,

Moja ya shughuli za Hafla hii ni uzinduzi wa Jarida hili. Kwa heshima na taadhima, tunakuomba utuzindulie Jarida hili baadae asubuhi hii.

Mheshimiwa Makamu wa Rais,

Shirikisho la Viwanda Tanzania linapenda pia kutumia fursa hii ya kipekee kutambua  baadhi ya mafanikio makubwa yaliyofikiwa nchini mwetu. Katika kipindi cha miaka mitano iliyopita, tumeshuhudia mafanikio katika nyanja mbalimbali za kiuchumi na kijamii yakiwemo:

    ·     Kukua kwa sekta za uchumi na uzalishaji, ikiwemo viwanda, kilimo, biashara, madini na utalii.

    ·        Kuimarisha maadili, nidhamu na utendaji kazi Serikalini, na kupambana na rushwa.

     ·        Kuweka miundombinu na kusimamia ukusanyaji mapato ya Serikali.

    ·        Kupanua wigo na kuboresha upatikanaji wa huduma za kijamii kama vile elimu, afya na maji.

    ·        Kutekeleza miradi mbalimbali ya maendeleo nchini hususan katika sekta za ujenzi wa barabara na reli, upanuzi wa bandari, uchukuzi na nishati ya umeme n.k

Mafanikio haya ni makubwa sana na yameiwezesha nchi yetu pamoja na mambo mengine, kufikia Uchumi wa Kipato cha Kati (Middle Income Economy) kabla ya wakati uliopangwa  wa mwaka 2025.

Mheshimiwa Makamu wa Rais,

Pamoja na mafanikio ambayo yamepatikana katika muda mfupi wa Uongozi wa Seikali ya Awamu ya Sita katika kuleta maendeleo, zipo changamoto mbalimbali ambazo bado zinapunguza kasi ya ukuaji wa sekta ya viwanda nchini. Naomba nitaje changamoto chache kama ifuatavyo:

  ·       Mabadiliko ya mara kwa mara na ya ghafla katika sera, sheria na kanuni zinazosimamia uendeshaji wa biashara. Hata kama ni lazima kufanya mabadiliko hayo, basi ni vyema wafanyabiashara wakashirikishwa ili waweze kujiandaa. 

·        Gharama kubwa za tozo za TASAC pamoja na kusabiasha ucheleweshaji wa kuondoa mizingo  bandarini na  ufanisi mdogo wa utendaji kazi.

·        kuendelea kuwepo kwa wingi wa mamlaka za udhibiti pamoja na tozo zao mbali mbali, pia kufanya kazi zinazofanana na kila mamlaka kutembelea viwanda kwa wakati wake, kunakochangia kwa kiasi kikubwa ongezeko la gharama za uendeshaji.  CTI inaomba utekelezaji wa mapendekeza ya blueprint yatekelezwe mapema.

·         Gharama kubwa ya Stampu za Kielekroni (Electronic Tax Stamps) ambazo zinaongeza gharama za uzalishaji na hivyo kuvipunguzia viwanda vyetu ushandani katika soko la ndani na nje ya nchi.

Mheshimiwa Makamu wa Rais

Naomba kuchukua nafasi hii kusema kwa kifupi kuhusu historia ya Tuzo za Rais.  Tuzo za Rais za Mzalishaji Bora wa Mwaka (President’s Manufacturer of the Year Awards – PMAYA) zilianzishwa rasmi mwaka 2005 na zimekuwa zikitolewa kila mwaka.

 

Kama iliyoelezwa hapo awali, madhumuni hafla hii ni kutambua, kuthamini na kuenzi umuhimu na mchango wa Sekta ya Viwanda katika maendeleo ya nchi, pamoja na kutoa fursa Wanachama wa CTI na wadau wake kukutana, kuzungumza na kubadilishana uzoefu katika kuendeleza sekta ya viwanda na uchumi kwa ujumla.

 

Washindi wa Tuzo za Rais hupatikana kwa kuzingatia vigezo kadhaa. Vigezo muhimu ni ufanisi katika uzalishaji, mauzo ya nje, uwekezaji katika teknolojia ya kisasa, matumizi bora ya nishati, utunzaji wa mazingira, afya na usalama wa wafanyakazi, uwiano wa kijinsia katika uongozi, pamoja na mchango katika jamii (Corporate Social Responsibility).

 

Mheshimiwa Makamu wa Rais,

Kabla ya kuhitimisha hotuba yangu, naomba kwa namna ya pekee kutumia nafasi hii kuwatambua na kuwashukuru kwa dhati kabisa Mdhamini wakuu wa Hafla hii Benki ya CRDB  kwa kutuwezesha kwa kiwango kikubwa kufanikisha hafla hii.  Vilevile tunawashukuru washirika wa maendeleo GIZ-Business Scout for Development kwa msaada wao mkubwa katika kufanikisha hafla hii.

 

Aidha, tunawashukuru wadhamini wengine: Tanga Cement Public Limited, ALAF Ltd, Tanzania Revenue Authority (TRA), Motisun Group na Serena Hotel. Pia tunawashukuru wadau wengine wote waliochangia kwa hali ma mali kufanikisha hafla hii ya leo.  Tunawaambia wadhamini na wafadhili wetu asanteni sana na tunataraji kuwa ushirikiano uliopo utaendelea.

Baada ya kusema hayo machache napenda sasa kumualika Mh. Prof Kitila Mkumbo (MB), Waziri wa Viwanda na Biashara, aseme machache na kukukaribisha wewe Mheshimiwa Makamu wa Rais kuongea na Wenye Viwanda na hatimaye utuzindulie Jarida letu na kutoa Tuzo kwa Wazalishaji Bora wa mwaka 2020.

CONFEDERATION OF TANZANIA INDUSTRIES

(CTI)

PROCEEDINGS OF THE BREAK-FAST MEETING BETWEEN THE DAR ES SALAAM REGIONAL COMMISSIONER, HONOURABLE AMOS MAKALLA, AND CTI MEMBERS HELD ON FRIDAY, 24TH SEPTEMBER 2021 AT FOUR POINTS BY SHERATON NEW AFRICA HOTEL, DAR ES SALAAM.

1.   INTRODUCTION

CTI held a breakfast meeting between its members and the Dar es salaam Regional Commissioner, Hon. Amos Makalla, as the Guest of Honour on Friday, 24th September 2021 at Four Points by Sheraton (New Africa Hotel), Dar es salaam. The meeting was also attended by the District Commissioners from Kinondoni and Kigamboni, Hon. Godwin Gondwe and Hon. Fatma Nyangasa, respectively.

On behalf of CTI members and industrialists in the country, the CTI Governing Council wishes to express its profound appreciation for the cooperation and support accorded by the Regional Commissioner in enabling the event.

2.   OBJECTIVE OF THE MEETING

The breakfast meeting event provided a platform for CTI members and invited participants to interact with the Regional Commissioner for the purpose of exchanging views on issues pertaining to challenges facing manufacturers in Dar es salaam.

3.   DELIBERATIONS

The meeting was opened by the CTI Executive Director, Mr. Leodegar Tenga who thereafter invited the CTI First Vice Chairman, Mr. Suphian Ally, to deliver the introductory remarks. He began by thanking the Regional Commissioner for convening the consultative meeting. He also welcomed and acknowledged the presence of CTI members and representatives from various Government Ministries, Departments and Agencies (MDAs). These included: Ministry of Industry and Trade, TANESCO, BRELA, TRA, NEMC, TANROADS, TARURA, TANTRADE, TBS, TIC, TPA, OSHA, FCC, SIDO, and others.

Opening remarks from the CTI First Vice chairman paved the way for a brief address by the Dar es Salaam Regional Administrative Secretary (RAS) who started by thanking all the participants to the meeting with the Regional Commissioner and acknowledged the presence of those who accompanied the RC including the District Commissioners from Kinondoni and Kigamboni as well as other government representatives from MDAs.

4.   REGIONAL COMMISIONER’s REMARKS

The Regional Commissioner (RC) thanked the management of the Confederation of Tanzania Industries (CTI) for organising the meeting. He confirmed his determination in supporting manufacturers through creating a conducive business environment in the Dar es Salaam Region. 

He sees Manufacturing as a key priority and important sector for the growth of the country; the key reasons being:

·         As an entrepreneur; he appreciates the existing challenges on the ground for businesses to operate;

·         More than 70% of the country’s economy is contributed by the manufacturing sector;

·         As a Regional Commissioner he represents the President of the United Republic of Tanzania in Dar es Salaam Region.

The RC informed the meeting about the previous National Business Council meeting, the President’s willingness of creating a conducive environment for investment; including on-going work on:

       ·         Proceeding with fight against corruption

      ·         Reduction of bureaucracy in the government

    ·         Encouraging collaboration among inspection and regulatory agencies such as OSHA, NEMC, TRA, TBS, Fire and Rescue Force, etc

    ·         Availability of raw material from the local source at the reasonable price.

The RC continued to elaborate on the importance of the existence of manufacturers in the county by indicating the following:

     ·         Government is also a shareholder in businesses as it owns 30% of the corporate tax

    ·         The manufacturing sector provides employment to the majority of the country’s population.

 

Thereafter industrialists were invited to air their concerns on critical challenges that are constraining their production and business activities.

The challenges that were presented by members have been summarised in the MATRIX attached at the end of these Proceedings.

 

5.   PRELIMINARY RESPONSES FROM MDAs ON THE ISSUES RAISED

In winding up the discussion, the Regional Commissioner invited different authorities to provide clarifications on the raised issues:

                      i.        TARURA

The Authority is in the first phrase on project to prepare the infrastructure Sinza and Ilala. In the completion of it will consider the areas of Chang’ombe and Kipawa for the second project.

 

In addition to that, due to the changes on the system of parking the now need to create awareness to enable user of the parking to pay their bills.

 

                    ii.        TANESCO

The management are in the great maintenance from which they change the Poles from wood to iron poles from which will help in resolving distraction form the power cut.

 

                   iii.        Ministry of Industry and Trade (MIT)

The Ministry is still working on the overlapping of multiple regulatory bodies issues and the charges from those authorities. The implementation of the Blueprint for Business Regulation will address most of the concerned raised by members.

To date a total of 292 fees and charges from different authorities have been scrapped, and more are going to be dropped.

 

                 iv.        TBS

The TBS Officer clarified on Origin Inspection and Destination Inspection and assured members that the objective is to ensure delivery of quality goods and credible raw materials. Inspections are usually on a sampling basis and not 100%.

 

                  v.        BRELA

On- Line Registration and Licensing is working and problems that were being faced previously have been resolved.

 

                 vi.        OSHA

The authorities are more concern on the safety of the people at work. with this the inspection of the elevator will continue be done twice in a year.

On the side of the fee the authority will work on it.

 

 

 

           vii.         Dar es Salaam Municipal

It was indicated that the waste from the industrial surrounding is charged according to the range as indicated in the regulation.

 

In the loading and off-loading of the products around the city, the Director General provide the room of negation for the cost used.

 

          viii.        TPA

It was informed that the congestion at the port is caused by the multiple arrival vessel. This has caused the delays in the offloading of the vessel.

However, TPA is continues to improve the system and maintenance of the port for the purpose of improve the operation at the port and minimize the time used to offload the vessel.

 

After the brief responses from different authorities, the Regional Commissioner indicated his position on the way forward as follows:

    a)   The need of having the follow-up meeting to know the status of the raised issues.

    b)   Requested OSHA and Public Health Officers to harmonize their activities to reduce the time and the costs to manufacturer.

   c)    Advised channeling issues of concern through CTI so theycan be resolved in a streamlined manner.

      d)   He also requested members to assist in organizing the Hawkers (Manchinga) around the city:

o   Indicate that, some manufacturers/traders, use Hawkers in distributing their products in the market. For example, for the beverage products they supply through different vendors along streets and even over covered (illegally) surface water drainage channels, etc. much to the inconvenience of other road users!

§  He directed producers NOT TO SUPPLY THOSE IMPROPERLY LOCATED ALONG PROHIBITED SITES.

§  He gave a deadline of 18th October 2021 for compliance with this directive.

 

6.   CLOSING REMARKS

The closing remarks were moved by CTI’s 2nd Vice Chairman, Mr. Shabbir Zavery, who expressed profound appreciated to the Regional Commissioner for giving the priority to manufacturers to discussion the issues that affect their daily operations. He also commended CTI members for their active participation in the interaction event with the Dar Regional Commissioner.

Finally, he wished everyone all the best and CLOSED the meeting.
